The Inclusion and Competency-Based Individual Education Plan

The Inclusion and Competency-Based Individual Education Plan (I & CB IEP) was created to address concerns educators and families had with the previous IEP framework. Educators and families wanted an IEP that:

  • Was not medically based and aligned with a segregated model of education
  • Would build on a student’s strengths rather than their deficits
  • Would promote inclusion and align with the redesigned B.C. Curriculum
  • Was readable and useable
  • Was based on both qualitative and quantitative data
  • Student’s IEP objectives related to what was being taught in the classroom
  • Students would work on the same content as their classmates to keep them connected to their classroom community

SMART goals (Specific, Measurable, Attainable, Realistic, Timely) wwere created to provide quantitative data to measure a student’s progress toward IEP goals. A qualitative reframing of SMART goals (Strength-based, Meaningful, Authentic, Responsive, Triangulated) was developed as a way of evaluating progress.

The Origin of the I & CB IEP

The creation of the I & CB IEP was spearheaded by Shelley Moore of the Richmond School District and Joanna Larson of the Surrey School District in collaboration with teachers, administrators, parents, and other stakeholders from around the province. Their intention was to create a different approach to developing IEPs.
