BC Mine Surface Blaster - 1st Class (Urban or Close Proximity)

Overview

Completing the certification process qualifies individuals to perform all general surface mine blasting operations in all zones.

In order to apply for this certification, you must:

  • Be 18 years of age or older.
  • Have at least six months experience on close proximity blasting projects, with a minimum of 20 blasts under the direct supervision of a blaster with a BC Mine Surface Blaster - 1st class certification.
  • Have a BC Mine Surface Blaster - 2nd Class OR equivalent experience/certification from another jurisdiction.

A BC Mine Blaster Certification costs $100, which covers the online course and exam registration, the certification interview, and the issuance of the certification and secure ID card.

Note: "Online course" refers to a learning management system (LMS) called Moodle, which houses course content and provides access to the online exams.

The online course provides:

  • An overview of all BC Mine Blaster Certifications.
  • Access to supporting resources, including videos about safety and blasting on BC mine sites (topics include magazines, care and handling of explosives, guarding, and transportation safety).
  • Access to a BC Mine Blaster Certification Application Form, and information on how to set up an interview with an inspector of mines, including the documentation you're required to bring with you.

You must pass two online exams:

  1. Regulatory Exam
    • Covers parts of the Health, Safety, and Reclamation Code for Mines in BC, the Federal Explosives Act and the Federal Explosives Regulation 2013.
    • Focuses on regulatory requirements, magazines, care and handling of explosives, guarding, and transportation safety.
    • Grade of 80% or more is required before attempting the Technical Exam.
    • Must be completed in one sitting of no longer than three hours.
  2. Technical Exam
    • Covers specific questions related to BC Mine Surface Blaster - 1st Class (Urban or Close Proximity) (topics include surface blasting techniques and urban or close proximity blasting).
    • Passing grade is 80%.
    • Must be completed in one sitting of no longer than four hours.

The online exam process is as follows:

  • Each exam can be attempted up to three times.
  • Both exams are timed.
  • If an exam is not completed within the time limit, it counts as one of the three attempts.
  • After a failed attempt, a one-week waiting period is required before retaking it.
  • Both exams must be passed within six months from receiving confirmation of registration to complete the exams.

  • I have an email address, a computer with high-speed internet access (1 Mbps or better), and I'm familiar with a computer, sending email, and using the internet.
  • I am aware that the Regulatory Exam may take up to three hours to complete, must be completed in one sitting, and I need to pass it before I can attempt the Technical Exam.
  • I am aware that the Technical Exam may take up to four hours to complete, and it must be completed in one sitting.
  • I am aware that I am allowed a maximum of three attempts to pass both exams with a score of 80% or greater on the Regulatory Exam, a score of 80% or greater on the Technical Exam. If I do not pass after three attempts, a new certification seat must be purchased before I can attempt the BC Mine Surface Blaster – 1st Class (Urban or Close Proximity) online exams again.
  • I have up to six months from receiving confirmation of registration to complete the exams.
  • I am aware that I must participate in an interview with an Inspector of Mines to complete the certification.
  • I am aware that the BC Mine Surface Blaster – 1st Class (Urban or Close Proximity) Certification does not qualify me for any other certification.
  • I have read and understand the refund policy.
